Abstract:

The article raises the issue of transformation established in the national consciousness of tradition, the dominance and limitations of General public influence on management decisions required in the modern realities the philosophy of equality of government and society. The authors outline a number of issues that need to be addressed: a) legal regulation of public control in the Russian Federation is fragmented; b) low involvement of the population and civil society institutions in the face of public organizations in implementation of public control over the activities of state bodies and bodies of local self-government; c) the lack of mandatory participation of civil society in the drafting of laws and other normative-legal acts. The article made conclusions about the need to eliminate legislative gaps in ensuring the transparency of Executive bodies, accountability of state and municipal employees that violate the right to access to information of other persons, the authorities report on the work done over a period of time in a comprehensible and accessible form.
