Abstract:
The role of the executive authorities of the Federation in maintaining a stable socio-economic situation of the Russian regions and achieve sustainable economic and social development is extremely high. Effective functioning of these bodies is largely achieved by their interaction with the authorities of other subjects of the Russian Federation, however, in practice, often lacking the legal, administrative and procedural regulation of this process. In the scientific and legal circles said process is also neglected. In the article the author is seen trying to attract the attention of researchers in the field of public administration to the problem of imperfection administrative and procedural regulation of the procedure and rules of engagement. In his study, the author uses the method of analysis and synthesis, structural-functional method, the method of analogy, legalistic approach, the interpretation of the law. In this paper the main place is a comparative analysis of legal regulation of the activities of the two permanent joint advisory body on the main components of work, identify gaps administrative and procedural regulation of the Coordination Council, showing the limited nature of the provisions of its activities, the results of this research is to identify the shortcomings of the administrative and procedural nature presented its conclusions and proposals to improve the legal, administrative and procedural regulation of interaction and activity of collegial bodies. Scientific novelty of research due to the author's treatment of the problem, not investigated in legal jurisprudence. Thus, this article has a certain scientific value, since it may give rise to the modern and highly sought scientific direction, which in the future smears filled with new scientific knowledge and followers. In addition, this article can have very positive social impact. The presence of clear mechanisms of cooperation between the various authorities of the Russian Federation, as well as more firmly established in the legislation of the ways of such interaction, without a doubt, will allow to successfully solve a number of problems of regional development of Russia.
