Abstract:
The purpose of the article is to identify and study the first and subsequent compositions of the commissions for the development of the first Constitution of the Kyrgyz ASSR; determination of the number, national composition of the commission members, their affiliation within the party grouping, the position they have. The article for the first time examines the data of four drafts of the first Constitution of the Kyrgyz ASSR. The analysis of the creation of the first commission for the development of the Constitution of the Kyrgyz ASSR is carried out. It is shown how actively the Kyrgyz themselves took part, how many Kyrgyz with higher and legal education were in the first commission for drafting the Constitution of the republic, who exactly was included in this commission, the type of their professional employment. It is shown that the last composition of the commission, after more than three years of work, issued a new, supplemented and improved draft of the Constitution (Basic Law) of the Kyrgyz ASSR, which was adopted at the second All- Kyrgyz Congress of Soviets. In the republic, not only young people, but also many representatives of the older generation do not know who prepared the first Constitution. Having studied the archival documents, restoring the historical truth, thereby we filled the gap that was up to now. All members of the first commission for drafting the Constitution of the Kyrgyz Autonomous Soviet Socialist Republic have been restored by their surnames.
