Abstract:

Task: to specify the legal regulation of relations on the provision of public services. Materials and methodology: the housing and civil legislation acts of the Supreme Arbitration Court of the Russian Federation, other arbitration courts, the scientific literature, the use of comparative legal, logical and systematic methods. Conclusion: the submission by the contractor of the utility resource consumer is mediated mixed and because of this unique type of contract, containing elements of: sales, paid services and contract. Relevance: the findings can be used in further scientific development of the problems connected with the activities of the utilities.
