Annotation:
Aerospace industry, although among the most technologically developed sectors of Russian industry is significantly behind the advanced aerospace companies in the world, as evidenced by the low level of productivity (significantly less than that of aerospace firms in the U.S. and Europe) and the capital-labor ratio. Thus, a key issue in the development of the aerospace industry in the coming years and the priority of the industrial policy is the elimination of the technological gap. A necessary condition for any decisions on industrial and technology policy is accurate and objective assessment of available technologies and competences in enterprises. The article is devoted to the development of a methodology and mechanism of such assessment and inventory based on a unified and systematic approach. The main methodological difficulty in the inventory was the lack of a unified approach to classification technology, which made it difficult to assess their quality in various companies by a single metric. In the article proposed principles of classification of technologies and competencies in the three main stages of the life cycle of a space system (science and development, manufacturing and maintenance), survey form process passports and methods of quality evaluation technologies for each step. Shows a variety of ways to apply and use technological passports and quality assessment of enterprise potential to optimize the production base, determining industrial and investment policy, organizational arrangements and technologically related diversification. The article is of interest to engineers, scientists, technicians and management companies in the industry.
