The constitutional fundamentals of the financial law of Russia and problems of implementation of international legal rules on trade in financial services law of the World trade organization (WTO) in the Russian legislation

The article is sanctified question that implementing international standards of the WTO on trade in financial services in the Russian financial, civil, banking law, we must remember that the Russian Constitution is a guarantee of the national budgetary sovereignty and financial security. In this paper says that the expansion of the financial services market under WTO rules require protection of the Russian financial institutions from foreign competitors and enactment of new laws to regulate the market of capital, investments and corporate financial control. It is shown that in the modern world the content of international law and domestic regulation of trade in financial services is due to activation of the positions of WTO members concerning the protection of national financial markets in the conditions of counteraction to the world financial crises. Marked nature of the danger of the processes of penetration of foreign banks and other financial institutions in developed countries to the markets of developing countries. Therefore, the implementation of international legal rules on trade in financial services on WTO law in the Russian financial legislation should be adjusted to the constitutional bases of the protection of legitimate interests of the Russian state, its citizens and organizations on a single economic space
