Abstract:
Task. The purpose of this study is to identify problems and analysis of the characteristics of the planning process restructuring mechanism of regional governance in Russia. Importance of the problem is caused by insufficient levels of efficiency restructuring management systems in some regions of Russia, minor effects and poor results from a number of regional programs of restructuring. At the same time, as practice shows, the successful restructuring of the administrative and territorial entity (region, county, municipality, etc.) can improve the position of the main competitors for human resources, foreign and domestic investment, government orders. Model. Methodological basis of the research were the most well-known theories of regional development, planning and forecasting, management of regional economies, information management software, as well as studies of foreign and domestic authors on the importance of restructuring programs of national and regional systems of governance in the modern world. The model is based on the use of monographic, abstract logical research methods, scientific methods of analysis and synthesis, a systematic approach. Conclusions. The study determined that the projects and programs of regional restructuring management system in a number of Russian regions are characterized by low efficiency, due to the errors and shortcomings in the planning for restructuring. Found that compliance with the requirements and principles of the planning process will improve the quality of the plans and programs of restructuring and increase the likelihood of its successful implementation. Scope of the study. The main emphasis in the study done by analyzing the characteristics of the socio-economic development and macro-economic planning at the present stage of development of Russia in the context of increasing globalization of all processes, tightening interregional competition for the main factors of economic growth. Practical importance. Study materials can be used to develop plans and programs for the restructuring of regional systems of governance in Russia. Universality of the findings can be used for website development theoretical construct restructuring programs Russian regions have different natural and socio-economic potential and development opportunities. Socio-economic consequences. The study determined that the restructuring of the regional system of how well-designed and logically calibrated process allows to lay the basis for a sustainable growth strategy territory fast enough to overcome the negative trends of reduced quality of life of the population, falling investment attractiveness of the area, a negative migration of the population, etc. This determines the socio-economic importance and significance of the study. Originality. Made in the conclusions and recommendations on the organization of the planning process restructuring mechanism of regional governance in Russia are new and original, different from those already existing in the literature. The study may be useful for heads of administrative-territorial entities of different levels (regions, districts, municipalities, rural communities, etc.) interested in the successful management of reforming their territories.
