Abstract:
Problem. The objective of this paper is a comparative analysis of the criminal legislation of CIS countries on the responsibility for organizing and conducting illegal gambling. Model. The work was performed by an analysis of the legal framework, dedicated to countering illegal gambling business, and by examining other scholarly works on criminal law. Conclusions. Evolving under the influence of socio-political, economic and cultural conditions of a particular State, the idea of the need to combat illegal gambling activities criminal law means, yet was generally recognized within the CIS. The prevailing attitude is the assignment of crimes related to gambling, to attacks on public order and public morals. It should be recognized more correct position of those countries that do not limit the definition in the criminal codes of a general law on illegal business activities, and provided special rules on liability for illegal organization and conduct of gambling. Such a solution is more conducive to the strengthening of the rule of law. This article could be useful for students, post-graduate students, school professors, law enforcement officers, practicing lawyers and for everyone, who is interested in this issue
