The role of national payment systems rules for regulation relations concerning issuance, use and service of bank cards

Background: Approved by payment systems rules have a direct impact on the activity of credit institutions on issuance, use and service of bank cards. On the basis of practice data were taken an attempt to ascertain the role of the national payment systems rules with the rules of credit institutions and to determine their importance for the regulation of relations concerning the issuance, use and service of bank cards in the Russian Federation. Methodology: The research was made on the basis of generalization of the content of the rules of large domestic payment systems: «Gold Crown», «Multiservice payment system», «LEADER», «United settlement system», «Rexplay». Results: The author comes to the conclusion that the rules of national payment systems are an additional source of regulation of relations concerning issuance, use and service of bank cards. Payment systems rules become mandatory for cardholders through the incorporation of their provisions to the content of credit institutions rules. Conclusion: Are given the author's views on the issue of relationship between the rules of international and domestic payment systems. The arguments are taken on the detailed research of banking practice. Work can be interesting for researchers in the field of cashless settlements with bank cards and practical workers.
