Abstract:
The article investigates the state structure of the Russian Federation, its basic principles. Determines the cause of transformation of democratic governments, implementing the will and interests of the majority of the population in the corrupt bureaucracies, expressing the interests of small closed structures involved in executive and administrative power. Formulates the causes of this social and legal phenomenon. Proves the necessity of changes in the legislation to bring it into line with the spirit and letter of the Constitution of the Russian Federation. The work is intended for students, graduate students and other persons interested in the problems of corruption.
