Telecommunication industry is the most important industry in Russia today. Position of cell operators on the market mostly depends on the level of innovational progress and the quality of management decisions, aimed for ensuring customer satisfaction and income generation. Research of this topic was conducted on the basis of strategic management and economic security researches form Russian and Foreign authors. Method, which is shown in this article allows to make strategic decisions as operative decisions. Scorecard, developed by Norton and Kaplan, serves as a basis for building economic security system, which supports the innovational growth of telecommunication companies. The article also explains the need of innovative development of telecommunications companies in the market of cellular services, as this market is one of the most closed and doesn’t have a large number of players
