The system of organizations which ensures protection of consumers rights on the market of electric energy

The reasons for writing: New subjects on the market appeared, the mechanism of the consumers rights protection has changed significantly as a result of the electricity market reforms. Ensuring the proper consumers’ rights protection is essential for the normal functioning of the market and needs special attention. The legal status of participants in the electricity market, primarily those who are aimed at ensuring the proper protection of consumers, the issues of interaction between market participants should be explored in order to form a holistic understanding about the mechanism of consumers’ rights protection, its effectiveness. Model: Analysis of the organizations legal status, the activity of which is aimed at protection of consumers’ rights on the market of electric energy, was conduct. Representation about the system of these organizations was made, the place and role of each of the elements of this system was defined. Conclusions: Almost all participants of the wholesale and retail markets can be considered as organizations that protect the consumers’ rights on the market of electric energy. We can speak about the existence of the integral system of the organizations. The system operates primarily on the basis of self-regulation principle, however, the public legal effect is present and significant. Value: The observation of participants in the energy market with the help of system analysis method allows to form adduction about the effectiveness of the consumers rights protection mechanism on the market of electric energy; identify the place and role of each participant of the market, which could eventually increase the level of legal protection of the consumers rights on this market.
